USAID's Human and Institutional Capacity Development (HICD) initiative was designed to help integrate institutional capacity strengthening more widely and deeply into development efforts. The HICD handbook provides methodologies and tools to partner organizations strengthen organizational capacity. Through the application of these methodologies and tools, USAID seeks to help partners develop clearly articulated goals, and objectives and achieve those goals and objectives through exemplary performance. HICD is designed to be applicable to any type of organization including government organizations, non-profit organizations and professional associations. HICD will enable these organizations to responsibly meet the needs of their countries and their citizens.
