Catholic Relief Services staff members are often involved in proposal development opportunities that include partnership and capacity strengthening (PCS). PCS is sometimes the main focus of a proposal, or it might be the primary focus within a technical sector, such as health or agriculture. PCS is often one strategic objective, or one intermediate result, but it can also be a cross cutting element throughout a proposal. PCS is gaining increasing attention from donors and has become a required element of many proposals. This guide is an internal CRS document designed to help CRS staff develop proposals and design projects with strong PCS elements. It brings together existing CRS resources and provides practical advice, examples and guidance on how to access additional support.
