It is important to understand experiences of capacity strengthening from the perspectives of different participants. For this reason, we have developed a monitoring instrument, ‘csSCAN’, using SenseMaker. Each individual reflection will help us learn about how well capacity strengthening interventions are working, and whether they are consistent with the agency’s partnership principles. Monitoring the results will inform the future quality and performance of our work. The data are collected by asking respondents to describe an experience of capacity strengthening, either negative or positive. Each respondent then gives meaning to their own story through their answers to a carefully designed series of questions. We can then interpret the collective set of responses to inform strategic and more immediate decisions regarding the use of capacity strengthening resources.
